The
State Interagency
Coordinating Council is established under federal and state law
for the purpose of advising and assisting the CT Birth to Three
System in managing its responsibilities under Part C of the
Individuals with Disabilities Education Act (IDEA).
The function of the Council per Connecticut Law17a-248b is to:
1). Assist the lead agency in the effective performance of the lead agency’s
responsibilities, including:
- Identifying the sources of fiscal support for early intervention services and programs
- Assignment of financial responsibility to the appropriate agency
- Promotion of interagency agreements
2. Advise and assist the Commissioner of the Department of Mental
Retardation on issues concerning:
- The development of standards and procedures
- The transition of children from Birth to Three into Dept. of Ed services
- Identifying barriers that impede timely and effective services delivery
- The adoption of rules and regulations
3. Prepare and submit an annual report to the Governor and the General
Assembly on the status of the Birth to Three System
Members include parents of children with special needs and representatives from State agencies, the medical community, the legislature, providers of early intervention, the Head Start community, and the insurance commission. Members are appointed for up three years.
In September of 2005, the ICC held a retreat for planning 2005-2007 activities. The day provided a positive environment in which members were able to review and discuss ICC roles and responsibilities, list accomplishments, strengths and challenges, and devise strategies for maximizing effectiveness in fulfilling roles and responsibilities. The council identified four priority areas: quality services, legislative involvement, financial management and communication.
All Council meetings are open to the public with a period for public comment scheduled. Come share your input and experiences, observe, or request the Council’s assistance. If you cannot attend a meeting but have information to share, please send it to: CT Birth to Three Council, 460 Capitol Avenue, Hartford, CT 06106-1308, Attention Eileen.

Lolli Ross, Chair
Greenwich ARC (provider)
"I enjoy serving on the Birth to Three Interagency
Coordinating Council because I feel passionate about helping
our youngest children and their families get the best
possible start. It is rewarding to work with families and
providers on the Council to assure that Connecticut provides
the highest quality early intervention services." |

Elayne Thomas,
Vice Chair
Parent
"As a
parent of 4 children, 2 of whom have received Birth to Three
services, and a former special education teacher, service on
the ICC is a great way to combine my professional skills and
parenting concerns. I want to be a part of a system that
provides a wonderful service for the youngest members of our
community."
|

Rita Esposito
REACHOUT, Inc. (provider)
"As a
representative from a Birth to Three program, I consider
myself privileged to be able to share my thoughts and
opinions about the Birth to Three System's evolving
operations and obligations as they impact on direct service
providers and families. I have also welcomed the opportunity
to present issues and challenges relevant to the effective
delivery of early intervention services to the Council for
their advisement." |

Cindy Jackson
Childrens Therapy Services (provider)
"I am
a member of the ICC because I feel collaboration among
parents, providers and state agencies is crucial to the
success of the Birth to Three program. I believe by this
collaboration, the ICC impacts positive changes for families
in the B-2 system and shapes over all services for young
children in the state." |

specialized teachers of the visually impaired. Birth to
Three providers are often instrumental in referring infants
and toddlers to BESB." |

Robert LaCamera, M.D.

"As
a physician of many years, being a member of the Birth to

minimize their reliance on community resources as they grow
older." |
